This webinar is for Norwegian higher education institutions planning to apply for three-year projects under the Nansen EDU programme. The call aims to strengthen higher education institutions in Ukraine through collaboration with Norwegian partners.

FAQ
All projects must respond to at least one of the thematic priorities of the call.
Projects must respond to one or more of the three objectives (“Strengthened higher education…”, “Enhanced quality and relevance of educational offerings…”, “More inclusive education…”.
It is not required that an application cover all three objectives (or all ten sub-objectives), but very narrow projects are not encouraged. Please remember, that Nansen EDU mainly targets education and supporting services, not pure research.
Only institutions and organizations from Europe may take part as full partners and receive funding from the programme. “Europe” is defined as the 46 member states of Council of Europe.
Partners from the Council of Europe member states may receive funding. Such partners involvement is eligible if it contributes meaningfully to the expected outcomes in Ukraine and/or supports safe implementation of project activities.
A maximum 30 percent of the total project budget can be allocated to salaries and administrative costs incurred outside Ukraine. This includes such costs at the Norwegian applicant institution, other Norwegian partners, and partners in other European countries. Please note that partners outside Norway and Ukraine are expected to play only a supplementary role.
The proposal should be developed in collaboration between the applicant institution and the partners. Projects must document commitment and involvement from all partners. Editing rights in the Espresso application system can be given to multiple persons. The project description template may be downloaded and shared among multiple persons outside the application system.
The assessment criteria for evaluators are given in the guidelines published as part of the call.
The description should include main learning outcomes, format (physical, hybrid, digital), number of ECTS, whether courses are mandatory or electable, which students are eligible to take part, expected number of students, when the course will be implemented first time. The description must be sufficient to assess realism and effects, but detailed curriculum is not required.
Nansen EDU funding can cover expenses for mobility for Ukrainian and Norwegian students and staff. Scholarships for mobility periods longer than 4 weeks (≥ 28 calendar days) is reserved for Ukrainian students undertaking exchange stays in Norway.
Nansen EDU does not provide mobility funding for students enrolled at partner institutions located in other European countries but can cover travel and accommodation expenses for staff in European partner institutions given that such travel is necessary to implement the project activities.
Exchange stays are limited to a total of six months per person for students at the bachelor's, master's, and PhD levels, and to one or more stays of up to 30 days for staff. Details are given in the budget guidelines under “Scholarships for mobility” and “Travel and accommodation costs”.
A student can have multiple mobility stays, as long as the total time spent abroad does not exceed six months funded by the project.
Nansen EDU may provide scholarships for up to 10 months to Ukrainian students at the bachelor's, master's, and PhD levels, who live in Ukraine and who are enrolled in courses that are jointly developed and/or implemented by the project partners and offered at higher education institutions located in Ukraine. The maximum scholarship rates are:
- €250 per student per month at bachelor’s and master’s level.
- €400 per student per month at PhD level.
Scholarships to individual students must be jointly awarded by the Norwegian and Ukrainian partners through a documented and transparent process.
Non-academic partners, such as organisations, associations, public bodies, and private enterprises, are fully eligible to participate as partners. Their involvement is encouraged wherever it can effectively contribute to achieving the objectives of the call.
